TASS International is the first accredited test laboratory in the world which is able to offer testing and certification services for helmets for S-EPAC riders (NTA 8776:2016).
A speed pedelec is a two-wheeled vehicle with auxiliary propulsion power, assisting the rider with pedalling up to a maximum of 45 km/h. According to the new EU directive (No 168/2013) on the approval and market surveillance of two- or three-wheel vehicles and quadricycles, the S-EPAC is classified as a moped. For most EU member states this means that speed pedelec riders will have to wear a helmet that complies with ECE Regulation No. 22.
A new test standard for high speed e-bikes (S-EPAC) helmets
From the 1st of January 2017, in the Netherlands, speed pedelec users are allowed to wear a helmet that complies with NTA 8776. This is an alternative to the mandatory wearing of a helmet complying with ECE R22. The requirements have been drafted by an international project group under the management of NEN. This helmet looks like a bicycle helmet, but protects against higher impact speeds and covers a larger part of the head. In comparison with the bicycle helmet, the S-EPAC helmet offers particularly more protection for the temporal and occipital areas of the head.
Testing and certification
From the 17th of January 2017, TASS International is officially designated as an ISO17025 accredited testing laboratory for speed pedelec helmets. In cooperation with notified body KIWA Telefication TASS International are able to offer full certification of your helmet. The recognition of your approved helmet will be registered and published on standardization platforms. Herewith, importers, distributors and end consumers can easily verify an approved helmet.
Speeding up the development process
In developing a helmet model TASS International can offer a preliminary assessment using only one product sample. If the sample complies, TASS International is able to certify your product in just 3 weeks from the point of handing in test samples.
